This most likely means Coldarra was meant to be it's own zone, but they just made it under Borean Tundra. Comment by kostada Abomb's comment, actually doing both of them was effective for my hunter. He's 73 right now and is done with Howling but not done with Borean. Borean Tundra is in Northrend and starts with Bore an like Bore alis. This is just speculation, of course; and there is no way to confirm it other than asking the person who chose the name. From my experience the quest rewards are much better in Borean, BUT Do yourself a favor and either run Borean first them Howling Fjord or come back to Howling Fjord later, the quests are pretty funny and a a lot of fun.
